From /r/LICENSEPLATES. Guy got a ticket in the mail from one of those enforcement cameras, and he says it’s not his. He wants to at least tell Enforcement the plates true issuer. So, can anyone guess what state or province it’s from? ?

My first guess was one of Florida’s or Texas’ hundreds of custom plates, like the bluebonnet one, but I can’t find any that don’t prominently name the state at the top.

Montana has a huge selection of plates but their expiry tags are pretty distinctive. Nevada does as well , but they use a combined month/year sticker. It may be a relatively old plate though, there is the SEP tag but it also looks like 09-19 on the right side.
This really isn’t the job of the guy, I’d just say the state of issuance is not visible and not consistent with his plate.

After staring at this for way too long, I think the image is a person on horseback. For whatever good that does anybody.

I’m pretty sure it’s Wyoming.
Edit: actually on second thought, the horse looks wrong.

I would let LE fogure their own shit out. That’s why they get paid the big bucks.

Older Alabama "steward of the land" plate. Someone on Reddit figured it out.
